I think it depends on which public display of affection is discussed, so a culture could determine what is acceptable or not. Hand-holding, cheek kissing, declaration of love(words, bend a knee,etc); many ways to show love are easy to approve, depending on the culture. When it comes to kissing, it depends on how further people display; as B. Franklin said: “A place for everything, everything in its place.”
