There is definitely a great role that common sense plays here.

There are things that are going to be fine if said in public and there are also going to be things that will not be ok to say in public. Also, it depends on the public setting that we are at, there are public spaces where there is too many people and too many strangers that it doesn't really matter, because they are not paying attention. But, there can also be places where the people around know both of the people who are talking and that may not be too convenient.
